Somewhere in the Western Block countries a decision has been made by a General
in a para-military organisation to take action against a member Government to what
he perceives are threats to their philosophical beliefs and agenda. The para-military
organisation has been targeted by Special Armed Services personnel from the threatened
member Government for 'neutralising'. As a consequence, the rogue organization has
decided to uphold their beliefs for a free State.
To this end, a mix of chemical and biological weaponry is being developed and
stockpiled for a planned takeover of the member Government. Their arsenal is considerable, with enough material to kill the entire population of North and South America combined. They are highly organised and have state-of-the-art surveillance technology and satellite communications capability.
